USAID GHANA PERFORMANCE ACCOUNTABILITY ACTIVITY (PAA)

Cewefia is leading the implementation of the USAID Ghana Performance accountability in the Central Region.

Background

The USAID/Ghana Performance Accountability Activity (PAA) is a five-year Activity that supports the Government of Ghana (GoG) to deliver quality local public services and improve local public service accountability to civil society.

The PAA is building on existing Ghanaian strategies, programs, and capacities, leveraging support from USAID and other donors to reinforce ongoing efforts to promote transparent, accountable, and inclusive local governance. The Activity focuses on building the capacity of Government of Ghana (GoG) partners, specifically the 70 Metropolitan, Municipal, and District Assemblies (MMDAs) and Civil Society Organizations (CSOs), to understand, practice, and implement “behavior-led” capacity-building and institutional strengthening interventions. With an inclusive, sustainable, collaborative, and behavior-led approach, we are confident that the PAA will drive immediate and sustainable impacts on improving the accountability of local governance.

Objectives 

The PAA is guided by three key objectives:

  • Citizens demand responsive service delivery.

  • Government manages policy implementation for efficient service delivery and

  • Local public service providers adhere to quality standards.

Geographic Focus

The Performance Accountability Activity (PAA) is funded by USAID and implemented by Democracy International in close collaboration with the Government of Ghana partners and local civil society organizations. It is being implemented in 70 districts spread across ten regions in Ghana, including 47 out of 55 districts in the Upper West, Upper East, Northern, North East, and Savannah Regions, as well as 23 districts in the Oti, Volta, Western, Western North, and Central regions. The PAA is collaborating with other ongoing USAID activities identified in all 70 focal districts to prioritize improving accountability for the delivery of basic education, health, water, sanitation, and hygiene (WASH), agriculture, and fisheries services across these districts.
